The International Ocean Institute, USA; the University of South Florida, St. Petersburg; and the Patel Center for Global Solutions are pleased to announce this preliminary call for papers for the Coastal Cities Summit, to be held Nov. 17-20, 2008, in St. Petersburg, FL.

Background
Approximately 2.7 billion people--over 40% of the world’s total population--currently live in coastal cities. In 1995 alone, an estimated 50 million people migrated to the coastal zones of the United States. Combined with increasing birth rate and life expectancy, as well as future climate change, the escalating strain on public resources means that coastal city managers face unprecedented challenges. The IOI Coastal Cities Summit aims to bring together coastal city leaders, managers, and academics to discuss environmental, social, economic, and public policy challenges and viable solutions.
Abstracts are invited for individual paper proposals, panel proposals, and round table proposals that address either I) Coastal City Challenges, II) Coastal City Practices, or III) Coastal City Solutions in one of the following broad thematic areas:
Climate change
Risk and Vulnerability
Sustainable Development
I) Coastal City Challenges:
Individual paper, panel, and roundtable proposals should address one of the following challenges to coastal cities in addressing climate change, risk & vulnerability, or sustainable development issues:
- Environmental Challenges (e.g., TMDLs, natural disasters; man-made disasters; global climate change impacts)
- Social Challenges (e.g., population growth; vulnerable communities; societal fragmentations)
- Economic Challenges (e.g., public budgets; private expenditures; income-generating sources)
- Public Policy Challenges (e.g., maritime and port security; public infrastructure; provision of fresh water and sanitation; alternative energy; resource management; social policy)
II) Coastal City Practices - Case Studies:
Individual paper, panel, and roundtable proposals of case studies should describe and assess the policy responses of coastal cities leaders and communities to the complex issues of climate change, risk & vulnerability, or sustainable development. The committee also invites proposals that highlight how coastal city leaders have addressed the economic challenges underlying the complex relations between communities and ecosystems.
III) Coastal City Solutions:
Individual papers, panels, and roundtable proposals should identify solutions that coastal cities leaders and communities may consider in their attempts to address climate change, risk & vulnerability, or sustainable development issues. The committee encourages proposals that specifically address innovative financial solutions to coastal city problems.
Types of submissions:
Completed research papers, case studies, panels and round table discussion papers will be considered.
Please use the following guidelines in preparing your proposals.
Deadline for Proposals: May 15, 2008
The fee for abstract submission has been waived in order to encourage participation.
- Panel Proposals for completed research and case studies– submit a 1,000-word abstract that includes the panel topic and a 100-word description of each paper presentation; and contact information (name, affiliation, address, phone, and email) for both the proposer and for each presenter
- Individual proposals for completed research and case studies – submit a 250-word abstract and contact information (name, affiliation, address, phone, and email
- Round table discussion– submit a 1,000-word summary of the topic area to be presented and contact information (name, affiliation, address, phone, and email) for the proposer and each round table participant
All proposers will receive notification of the status of their proposals by e-mail on July 1, 2008.
Deadline for final submission of completed research and case study papers accepted for presentation at the Summit is October 15, 2008. Final submissions will typically be 5,000 words in length (excluding abstract and references). In preparing your papers, please use the Harvard referencing style. In-text citations should be in the “Author (date)” format with a bibliographical list included at the end of the paper.
Limit on number of papers
No one author can present more than one paper. In instances where an author has collaborated with multiple researchers, a lead presenter must register and present for the team. Non-presenting co-authors are encouraged to attend and provide commentary, but only one author will make the formal presentation
Working Language
The working language of the conference is English. The presenter may, however, present in another language if he or she provides sequential English translation by a competent English speaker.
